Now that I've read three of his books I think City and the City is different from the rest of his stuff, but also probably the best place to start. It kind of eases you in to his imagination, without making you navigate Mieville's usual twisty sentence structures. If you're looking for fiction that deals with politics (and I know you are) he really is your author.
